The short answer
Leave chat only when the work requires a broader operating boundary
Use Copilot Chat for a bounded answer, draft, summary, or reasoning session. Use Microsoft 365 Copilot when the same work repeatedly depends on authorized mail, meetings, chats, files, or in-app context. Evaluate Copilot Cowork when a person needs to delegate several connected Microsoft 365 steps and review the result. Evaluate Agent Builder when reusable instructions and approved knowledge should serve an individual or small team. Evaluate Copilot Studio when a shared employee or customer process needs integrations, channels, testing, and formal ownership.
This is a decision ladder, not a maturity model. A broader option is useful only when the work has crossed its boundary and the organization can support the added access, review, governance, and consumption responsibilities.

Why not the other solutions?
Do not pay for or govern a boundary the work does not need
Why not stay with Copilot Chat?
Chat is enough when the person can provide the needed context and finish the remaining work efficiently. It becomes less suitable when gathering authorized work context is the repeated problem.
Why not license Microsoft 365 Copilot for everyone?
Work grounding adds value only for roles and tasks that depend on Microsoft 365 context often enough to justify the entitlement, controls, and evidence review.
Why not use Cowork for every difficult prompt?
Prompt difficulty is not the boundary. Cowork is relevant when the work itself has several connected steps, the result is reviewable, and delegated action is more useful than another answer.
Why not build an Agent Builder agent first?
A changing or personal task may not justify reusable instructions, knowledge selection, sharing decisions, and an owner responsible for keeping the agent current.
Why not start in Copilot Studio?
A one-person productivity task or focused knowledge agent may not justify connectors, channels, testing, monitoring, lifecycle controls, or metered consumption.
When an alternative becomes appropriate
Leave the ladder when the primary problem is different
- Power Automate: use a deterministic workflow path when a defined trigger and rules should move work without a conversational experience.
- Power Apps: compare an application when people need a structured interface, records, forms, and role-based interaction more than an agent.
- Microsoft Foundry: compare a custom AI platform when code, model choice, evaluation, networking, infrastructure, or Azure engineering ownership is required.
- GitHub Copilot: compare the developer product when the primary job is planning, writing, reviewing, or maintaining software.
- Microsoft Security Copilot: compare the specialist security experience when the work belongs to security or IT operations and depends on supported security signals.

Risks and guardrails
More autonomy widens the evidence the decision needs
- Confirm the minimum information, permissions, tools, and actions required for the work.
- Identify who owns the result, reviews output, approves consequential actions, and maintains reusable instructions or knowledge.
- Keep evaluation scope bounded, observable, reversible, and separate from production operating responsibility.
- Test failure, stale knowledge, denied access, partial completion, and human-review paths before broader consideration.
- Measure completed work, correction effort, review time, and avoided coordination, not prompts or active users alone.
- Validate licensing eligibility, preview terms, Copilot Credit behavior, limits, region, cloud, tenant configuration, and agreement scope with Microsoft or the licensing provider.
Questions to discuss internally
Turn "which Copilot?" into a work decision
- What finished business result are we trying to produce?
- Does the person need an answer, Microsoft 365 context, delegated steps, reusable knowledge, or a shared process?
- Which information, permissions, tools, and actions are actually required?
- Which decisions and actions require human review or approval, and by whom?
- How often does the work occur, and what does the current process cost in time, delay, and correction?
- Who would own the instructions, knowledge, access, testing, monitoring, and retirement decision?
- Which licensing, preview, consumption, region, cloud, and agreement boundaries must the technical team confirm?
- What evidence would justify moving one boundary further, and what evidence would tell us to stay where we are?
Consumption and work economics
Compare the cost of a completed, reviewed result
A useful comparison includes task frequency, time spent gathering context, coordination after the answer, review effort, correction risk, licensing eligibility, and applicable consumption. Copilot Chat availability, a Microsoft 365 Copilot entitlement, Cowork usage, Agent Builder access, and Copilot Studio credits are different boundaries. Do not combine them into one assumed per-user price.
A lower subscription price is not automatically a lower cost if people still complete most of the workflow manually. A broader capability is not automatically better if the work is rare, hard to verify, or cannot support the added governance.
