Use the developer product for code work and the harness for agent work

Choose GitHub Copilot when developers need assistance in GitHub, an IDE, the command line, or a software repository. Evaluate the GitHub Copilot harness in Copilot Studio when a Copilot Studio agent must plan and adapt across longer, tool-using tasks. Treat product access, Copilot Studio entitlement, and consumption as separate questions.

Why not the developer product?

It is centered on software creation and repository workflows. It is not a substitute for publishing and governing a Copilot Studio agent for a broader business audience.

Why not the harness?

It expands a Copilot Studio agent's runtime behavior. It is not a replacement for developer assistance across coding, review, repositories, and supported development environments.

When an alternative becomes appropriate

Use a different path when the boundary changes

  • Compare the Copilot chat or standard harness when grounded answers or predictable rules solve the Copilot Studio scenario.
  • Compare Microsoft Foundry when custom code, model choice, Azure infrastructure, networking, evaluation, or engineering ownership becomes material.
  • Use both products only when the organization has both a genuine developer-assistance need and a separate agent-runtime need.

Risks and guardrails

Validate two commercial and governance boundaries

Do not infer Copilot Studio harness rights from a GitHub Copilot developer subscription, or the reverse. Confirm the current plan, feature, tenant, identity, channel, usage, and billing terms for both products. For agent work, identify human-review points and limit tools and access to what the task requires.
