Choose the primary experience
Power Automate moves data and work between steps, events, and systems. Power Apps gives people a structured business application and interface. Copilot Studio gives people or systems an agent-led experience that can use knowledge, tools, workflows, and human review. A business solution can combine them, but one should usually lead.

When each option is not the first choice
Power Automate
Best when the path and trigger are known.
Not first when: users need a rich interface or the request requires open-ended conversation and reasoning.
Power Apps
Best when people need a consistent application around data and process.
Not first when: there is no meaningful user interface or a background flow solves the work.
Copilot Studio
Best when an agent-led interaction adds value across knowledge, tools, channels, or workflows.
Not first when: simple deterministic rules or forms provide clearer, cheaper, and more auditable behavior.
A combined solution
Relevant when an agent gathers intent, an app presents structured work, and flows coordinate reliable steps.
Not first when: combining products increases complexity without changing the outcome.
Why not the other solution?
Natural language is not automatically a better interface
Use a flow when the system already knows what should happen. Use an app when a person must see, compare, or update structured information. Use an agent when conversation, knowledge, and tool selection are part of the value.
The decision changes when exceptions, audience, channels, data, approvals, or user experience change. Avoid turning a stable form into a conversation or an uncertain process into an unattended automation.
Evidence before a decision
Map the work before the product
- Trigger, inputs, decisions, actions, exceptions, and accountable owner
- Which steps are deterministic and which require judgment
- Where users need visibility, correction, or approval
- Systems of record, connector boundaries, and data sensitivity
- Transaction volume, error rate, elapsed time, and support burden
- Licensing, capacity, and governance across the selected Power Platform products
