Agent Builder packages focused knowledge for a person or small team. Cowork carries out multi-step work for a user across Microsoft 365 with visible controls. Copilot Studio creates shared low-code agents and workflows across channels, data, and actions. Microsoft Foundry is an Azure platform for custom AI apps and agents that require models, code, observability, policy, networking, and engineering ownership.

Choose with intent
When each option earns its place
Agent Builder
Use for a quick, focused declarative agent grounded in Microsoft 365 content, especially for an individual or small team.
Use something else when: actions, external services, wider channels, or formal lifecycle controls are central.
Copilot Cowork
Use when one person wants to delegate coordinated work across email, meetings, documents, Teams, files, and research.
Use something else when: the process must be a durable shared experience rather than a user's supervised task.
Copilot Studio
Use for shared low-code agents and workflows that need connectors, triggers, channels, testing, and governance.
Use something else when: a standard Copilot interaction already solves the problem or custom model engineering is required.
Microsoft Foundry
Use for custom AI apps and agents that require code, model choice, Azure infrastructure, evaluation, monitoring, networking, and policy.
Use something else when: the need fits an existing Microsoft 365 or low-code capability and there is no durable engineering owner.
Why not the other solution?
A broader tool creates broader obligations
Do not move to Copilot Studio because Agent Builder sounds too simple, or to Foundry because it sounds more strategic. Move when the work crosses a real boundary: from personal to shared, from Microsoft 365 knowledge to actions and channels, or from configurable low-code behavior to a custom application with engineering ownership.
Cowork is also not an agent-authoring replacement. It is primarily a way for a user to delegate multi-step work. The selection changes when the intended owner, audience, data, action, risk, or support model changes.
Evidence before a decision
Answer these six questions first
- Is the experience for one person, a team, a business audience, or an application?
- Is it answering, creating, coordinating, taking action, or running a shared workflow?
- Which information is authoritative, and who can access it?
- Which actions require review, approval, audit, or separation of duties?
- Who owns accuracy, changes, security, cost, and retirement?
- Which business measure would justify the broader operating boundary?
