The short answer
Business Premium is often the stronger SMB bundle
Business Premium is designed for organizations with up to 300 users and combines productivity, identity, device management, and SMB-focused security. Microsoft 365 E3 removes the Business-plan user ceiling and adds enterprise-oriented Windows and administration boundaries, but it does not simply include every capability people may assume from the E3 name.

Choose with intent
When each plan is the better starting point
Business Premium
Start here when the organization is within the user limit and needs an integrated productivity, device, identity, and SMB security baseline.
Reconsider when: the organization will cross the Business-plan limit, needs enterprise Windows rights, or requires an enterprise licensing structure.
Microsoft 365 E3
Consider it when scale, enterprise Windows, administration, or the broader enterprise plan family is the actual requirement.
Do not assume: E3 automatically includes every security, compliance, voice, or analytics feature associated with higher editions.
Why not the other plan?
The lower-priced or larger plan can both be wrong
Choosing Business Premium only on price can create a future boundary problem if headcount, Windows rights, or administration already point to Enterprise. Choosing E3 only because it sounds more capable can increase cost without solving a requirement, and may still leave gaps that require a different edition or add-on.
The right trigger is a documented requirement: user count, security control, Windows right, compliance need, administration model, or roadmap condition.

- Current and expected user count across the Business plan family
- Windows edition, virtualization, and endpoint management requirements
- Identity, endpoint, email, information protection, and compliance controls
- Existing add-ons and the operational cost of a mixed license estate
- Tenant, region, contract, nonprofit, education, or government constraints
