People assume E3 is the bigger, better plan because it costs more. That is the wrong way to read it.

Business Premium already includes real security: Defender for Business, Intune device management, and Entra ID P1 are all in the box. E3 does not include that advanced security layer. What E3 adds is Windows Enterprise, enterprise-grade management, and no user cap.

So a 50-person firm that cares about security is often better protected on Business Premium than on E3. The reason to leave Business Premium is rarely "we outgrew the features." It is "we crossed 300 users" or "we need Windows Enterprise."

When to pick Business Premium

You have up to 300 users. You want desktop apps, device management, and real security in one plan, at the lowest sensible price. Most small and mid-sized businesses land here.

When to pick E3

You are at or past 300 users, or growing fast toward it. You need Windows Enterprise, enterprise device management, or the scale that Business plans cannot give you. If you also need advanced threat protection and compliance, look at E5 rather than adding pieces to E3 one at a time.
