No. Microsoft 365 E3 does not include Microsoft 365 Copilot. Copilot is a separate paid add-on you buy on top of a qualifying plan.

With E3, users have access to Copilot Chat, the free web-grounded assistant that comes with most Microsoft 365 subscriptions. That is not the same as the paid Microsoft 365 Copilot seat.
The paid Microsoft 365 Copilot seat, about $30 per user per month, is what reads your own emails, files, and meetings and works inside Word, Excel, Outlook, and Teams. You add it to E3 per user; you do not have to license everyone.
